In Michigan, there are 13,000 children who need loving foster homes while the state works to reunite them safely with their parents or find adoptive homes.

There are boys such as Decota, 15, who loves the great outdoors as a place to play and to dream about becoming a weather watchdog or storm chaser.

“When Decota has his head in the clouds, he is paying attention to the weather,” said his adoption worker.
